The dogs breed is never the cause of any violence. The human owning the dog is the cause of violence. Maybe you should ban bad dog owners and all dog breeding within your community.
Please set up a program working with rescue groups/ect. that screen dog owners prior to dog ownership. Setting up a bylaw like you have proposed is a waste of tax dollars!!! Why doesn't the public get this yet?
