Hi Ivy,

If this has not been built yet (and I'm not sure) it may be because the DMV is building an emergency vet clinic in Blainville. But yes, with all the business savvy in Montréal why are more people not coming forward to bid on these potential contracts? I think it's because the City feels they're able to pay 1.5 million to a criminal instead of the many more millions it would cost to do the job correctly and people feel defeated from the get-go. Sound familiar?
