I suggest the City Council watch the award winning Documentary'THE CHAMPIONS' the story of the SUCCESSFUL rescue and rehabilitation of the Michael Vick dog fighting ring. If these dogs could have been rehabilitated and rehired into loving families it is clear it is NOT about the dogs but the other end of the leash...stop taking steps backward.
